[openal] Compiling OpenAL (ex- OpenAL bug that freezes Blender)

Hey, Xerxes! Retaking compiling Blender with new OpenAL version. Check
what you told me... and please explain it to me. I didn't understand.
Is https://launchpad.net/ubuntu/+source/openal-soft where I have to
download the source to compile? Is there any compiled 1:1.16.0-3 package
that I can install in my Ubuntu(Mate) 14.04?
It's important for my job to compile Blender with this version of
OpenAL. If not, I'm stuck in a very old version of Blender.
