[openal] Support SOFA in OpenAL?

Hi,

libSDL2 currently gets new resampling code written from scratch, it's 
under zlib license.
See https://hg.libsdl.org/SDL/file/tip/src/audio/SDL_audiocvt.c
No idea if this is better than the speex code, but it might be worth a 
look if you want to reuse existing resampling code.
