[openal] OpenAL Soft 1.18.1 is released!

An update for the 1.18 release is now available:

The major points this update fixes are a couple playback issues, one 
related to resuming sources sometimes not playing and another for 
unexpectedly small PulseAudio stream lengths. It also fixes MMDevAPI 
capture, the Wave Writer's int32 output, and enumeration of OSS devices 
that don't have an existing device file.

With this update out, I intend on working on the aforementioned HRTF 
improvements. There is also the start of a replacement for Creative's 
router DLL, which will deal with a number of outstanding issues it has 
while remaining compatible with existing apps that rely on various 
quirks. That and more is in the pipeline.
