[openal] Synchronizing 3D sources

For syncing to sources without Doppler and where pitch changes are not to
be expected a simpler API would be to permit sources to be played back at
an absolute time, coupled with an API to get the current output sample
time. An additional requirement might be to be able to get the current time
and a sources sample offset at the same time.

I can specify this in more detail if there's any interest.
