[openal] A debug API

Hello,

For me it is quite acceptable to have a debug API like its big brother
OpenGL,
in fact, it's another attempt more of modernizing OpenAL for new developers.

In my own opinion, I would prefer this extension multi-vendor (EXT) in
order to
be implemented in several ways (platforms and SW implementations) and
keeping
in mind its possible promotion in a specification revision. The ARB moniker
should
be added as part of one specification revision, when the functionality via
extension
has been discussed and approved by the... members of this maillist? being
candidate
to be part of the core in next revision of architecture (in the same way as
OGL)
