[openal] New OpenAL Soft URL

It seems this slipped my mind. OpenAL Soft can now also be found at:

http://openal-soft.org/

A good samaritan donated the URL a while back, and the release 
announcements and downloads are available there now as well.

Just so there's no worry, the original 
http://kcat.strangesoft.net/openal.html page and download URLs still 
exists with new releases appearing there as well. In fact, it's still 
all on the same server. The openal-soft.org URL is just a specific 
directory of the original server that both pages use. The .org URL is 
easier to remember though, and might make it easier for me to expand the 
page out one day and make it an actual site instead of just one page 
with some links and downloads.
