[openal] OpenAL Soft 1.17.2 is released!

OpenAL Soft 1.17.2 is now out. There's only a few changes over 1.17.1, 
mostly related to build-time fixes for problems that snuck in at the 
last minute, and a few minor additions.

The only real run-time additions and fixes is that the OSS backend can 
enumerate devices on OSSv4, and a fix for the Dedicated Dialog and 
Dedicated LFE effects overwriting the output. Beyond that, it includes 
fixes for building on OSX and non-Windows systems that don't have 
POSIX-2008 support. It also has a build option for using an alternate 
'share' install directory (SHARE_INSTALL_DIR) and for static-linking 
libgcc (ALSOFT_STATIC_LIBGCC; mainly intended for mingw builds and not 
wanting extra libgcc* dlls).
